Insight into the U.S. - Afghanistan Bilateral Security Agreement Negotiation Process
Colonel Tom Duncan will share his experiences as a member of the U.S. team that negotiated the U.S. - Afghan Bilateral Security Agreement (BSA). He will discuss the process by which the U.S. government developed its official position on issues, describe the process by which we engaged the Government of the Islamic Republic of Afghanistan, and the involvement / influence of other key stakeholders (e.g. India, Pakistan, NATO, Russia, Iran, the Taliban, etc).

Presenter: Colonel Thomas (Tom) A. Duncan II
Colonel Tom Duncan was commissioned from the University of Northern Iowa as a Chemical Corps Officers in December, 1991. He holds a B.S. in Environmental Management from Webster University, a Master in National Security and Strategic Studies from Kansas State University, and a Master in Military Art and Science from the Army Command and General Staff College. He is also a graduate of the U.S. School of Advanced Military Studies.
Colonel Duncan's previous position was on the Joint Staff in the Pentagon where he served as a Division Chief for Strategic Plans and Policy for Afghanistan and served as a member of the U.S. – Afghanistan Bilateral Security Agreement Negotiating team.
Other prior assignments included: Battalion Commander at Fort Leonard Wood, MO; Deputy G3, 101st Division at Fort Campbell, KY; Deputy Chief of Future Plans Combined Joint Task Force-101/Regional Command-East at Bagram, Afghanistan; Brigade Executive Officer, Brigade Operations Officer, Battalion Executive Officer and Small Group Instructor at Fort Leonard Wood, MO; Observer/Trainer at the National Training Center, California; Company Commander at Buedingen, GE; 503d Chemical Detachment Commander and Assistant Secretary of the General Staff, V Corps at Heidelberg, GE and Taszar, HU; Chemical Company Executive Officer, Platoon Leader, HHC Executive Officer and Battalion Chemical Officer at Schofield Barracks, HI.
Colonel Duncan is currently serving as an Army War College Fellow at George Mason University.
